Explain how this is frivolous and what part of the Constitution allows her to stop litigation.

You’re right. Stopping frivolous litigation would mean conceding the fork offer is illegal and ending the program.

I'm hoping this forces "OPM" to close some of the loopholes and make it a real offer.
Things like clarifying payments will happen, more limited waiver, etc.
