Basement, yes, as they're completely cut off from wild birds. Balcony, maybe not, depending on layout. Back yard roaming alone offers no protection from wild birds transmitting virus.

If you have your chickens in a backyard coop, all the time, and that coop is in a secondary enclosure with full roof and tight mesh walls far enough away from the interior coop to keep wild birds completely away, they're probably safe. I don't know anyone with this setup.

That will not be safe. It would have to be completely air tight with frequent air changes going ONLY through a hepa filter (which one could make with box fan and filters - Corsi box) and no cracks or other air - there would have to be a two door air-lock entrance to contain air and filter it and sticky mats at door and I’m not even sure that would work.
If chicken kept inside completely, in a house, there can’t be a dog or cat that goes outdoors either.
How would you know if the chicks you buy are free of disease?

Perhaps reconsider your breakfast choices if this is impacting you so much. No one needs eggs 7 days a week. You’ll live if you skip eggs for a day or two.

It’s believed to be aerosolized, so feces etc dust containing feces being blown about, but it’s believed to be the starlings who often roost in the facility eaves or fans or roof overhangs that spread it from wild to domesticated poultry and now cattle. You know those huge fans blowing air around the egg laying facilities? And this clade is highly infectious (hence the name Highly Pathogenic Avian Influenza (except now this clade was found in four herds of dairy cattle for the first time).

It's also spread on shoes, tires, machinery/tools, etc. at impacted feed lots and farms.
