They actually barely recruit new ones, they promote from within. They are developing good talent.
Coaches are 'promoted' when they need to fill a spot cause the current coach found a better.

I bet a lot of it has to do with EM's daughter being on the GA team and he's trying pave a way for her base on his 'status' and 'title' vs skills.
