Why do you need to even get someone else involved? Go confront the "bully" directly. Make an appointment to speak with the principal, inform them that you'll be recording the exchange, speak your piece and get to the heart of it.
You shouldn't start with cannons. You'll look unhinged. Go talk to the adult like an adult. If what you want is for the behavior to stop, that should do it. If you're going to move schools regardless, just do that and be done with it. But if you want to stay at the school, put the principal on notice directly by making it clear that you're aware of whatever's going on, and willing to discuss it, if necessary, with whomever might be necessary to contact. If they decide to continue their behavior after the initial confrontation, well, take the recording and blast them all the way up the chain.
But when it comes to defending my kid? Y'all are gonna need to deal with me first, and that's usually enough.
