Yes. But I did not speak with him. Did you? How can you know how his mind is without actually interacting with him? You can't. And anyone with half a brain knows that what a person looks like in a photo is not necessarily a direct reflection of what is going on inside. That's a very facile way of thinking if you come to that conclusion.
Have you ever seen pictures of Stephen Hawking, especially in his old age? You'd probably make the same crude remark about him.
My grandmother is 99 and some months old. While she has deteriorated considerably physically, mentally, she's sharp as a tack. Hell, her memory is better than mine, and I'm decades younger. One would never be able to tell by looking at her.
Knew someone who lived to the age of 105 and was mentally sharp if not physically nimble until the end. Slowed down a bit after 103 cognitively, but still was present mentally. Even though was in a wheelchair and slumped over because of spine issues. But knew what was going on and could crack a joke and comment on what was going on in the world.

When Stephen Hawking died, he was 25 years younger than President Carter is now. A brilliant physicist, he did not share the same health-related and age-related issues as Carter.
Are you Carter's doctor? If not, and if you haven't had any contact with him, then there is no reason anyone should pay attention to your armchair diagnosis.
