Why would any mom NOT let her DD know?

She is a younger teen but has razors available and knows how to use them. I don’t care if she shaves her legs or underarms. I hate to tell her what to do with her body hair, but going to a public pool or beach with hair sticking out the sides of your bathing suit seems inappropriate and embarrassing. But she doesn’t seem to care- it isn’t a matter of she just doesn’t realize. WWYD? So far I’ve not brought it up the lack of grooming.
If she's not bothered, then it doesn't matter. Women have body hair, big deal.

OP here. Yeah, this is sort of what I was asking. She has razors. I’ve already had the general talk with her about what hair removal options are, where women typically remove hair, and sort of left it as here are the tools, but you pick what you want to do since it’s your body. She is familiar with how to use a razor and last year she did use it pretty regularly (including bikini line). It’s just this year she seems to not care about bikini line.
This isn't that uncommon among the younger generation. I'm not saying it's the norm - it is not - but it's not unheard of either.
The switch from last year is relevant, sounds like she’s making a choice. And I agree with PP, it’s more common than when we were kids
