The law applies there. If you can't maintain the speed of traffic for a half mile before your exit, you really shouldn't be driving.

We can’t really see how slowly the car that was pulled over was driving here, but we can see that at least three cars were driving in the left lane. The police pulled over one.

Yes but 75 in left lane and the people coming up at 85-90 --- you have to get out of left lane or you will get a ticket. As I said above troopers will ticket you, not the speeders. The left lane driver is the one that causes accidents not the speeding by itself.

I'm not sure you understand how traffic is created. It's not created by having more lanes. It's created by needlessly congesting the lanes that one has. Cruising in the left lane CREATES more traffic, because it slows EVERYONE down.
