That's what the new admissions change is targeting, but poorly managed middle schools dont even have 10 to 20 kids interested in applying. Where as other middle schools have hundreds of applicants showing interest. So declined offers from bottom schools get reassigned to high applicant school waitlists.


I'm thinking the offer first goes to any candidate from that school to equal 1.5%.

of course the offer will be made, but when that school fails to teach basic algebra 1 to majority of 8th grade class, would even the top 1.5% feel adequately prepared to accept the offer and survive the TJ rigor?
