The parents should absolutely be charged!
Investigate them for abuse and neglect, sure, but there's no way to force a kid that age to go to school. You could physically pick them up and bring them if they are small enough and there's a parent who is big enough, I guess, but if a kid doesn't want to go to school and CFSA isn't moving them to a group home or something, the parents are stuck. Not saying there are good parents here--I have no idea--but throughout DC there are kids who won't go to school even though their parents would desperately like them to do so, and there are no services for those families.
Why should children be forced to go to school? The government should provide the essential services that these children need, but they need to be able to make their own choices in life. If you don't want to be trained to be a factory worker, that is your right.

Why does the taxpayer need to support them cradle to grave when they are fully capable of supporting themselves, and supporting themselves by not resorting to crime? The rest of us need to work to put food on our tables, why shouldn't they?

I agree. And now there is precedence so hopefully the parents can also be charged. this nation needs a few cases to scare the pants off negligent parents to start putting in serious effort to parent their kids.
What makes you think there are fathers involved in these girls’ lives?

I reallllly don’t think those kids were living with either parent. This situation is fairly typical. Dad was never around, mom is out doing whatever and left the kids with an older relative who is likely well meaning but physically disabled, unequipped to deal with tweens/teens, and loses track of them. The kids move in with friends or some older cousin or whatever. And the school system loses track of them. It usually happens when they’re HS age but these kids just did everything faster than most.
Are you saying there is a culture of this type in DC ?
