Vanderbilt for the overall vibe and quality of students. Engineering isn’t their strongest area, but still highly competent. Best to be surrounded by an overall great university instead of techies only.

Penn
undecided--probably social science--major, no financial aid
Duke
Penn is Wharton and a little bit of engineering. No one thinks about the social science majors. And applications to Brown declined this year. Fair or not, it has a rep for rich kids floating through their self-guided curriculums while languishing in a mediocre city. Duke is more lively and varied and is generally good at everything. Plus more school spirit and better weather.

Carnegie Mellon (BXA, loves both music mentors)
Boston U. (12k merit annually, loves 1 of the music mentors)
UMD (in state full merit tuition annually + FIRE program, loves 1 of the music mentors)
Kid values social aspect (wants to have fun as well), I value $ and closeness to home, would like to not be impressed with the name of the school (is that possible???
Tough! CMU BXA would be pretty unique but full merit at UMD hard to pass up. Impressive options, good luck with the decision!

Male. Govt/history/politics/IR-related. In-state VA. Doesn't qualify for any aid. Willing to pay if a distinct advantage over other options.
That's a tough one because of Pomona. It's the only one that might be worth the extra dollars. Otherwise UVA.
UVA
