To control the border the President just needs to enforce the laws that are already on the books. He just doesn't like those laws.
Alternatively, he could have left the Trump executive orders in place - like remain in Mexico.

The border state governors know it.
The Border Patrol knows it.
The horse is way, way out of the barn.
The extensive damage has already been done.
No red herring attempt of a cover up bill will change the reality of the crisis we have now.

The GOP had it fixed and Biden/ Mayorkas reversed the policies that had it mostly under control like the wall construction and remain in Mexico policy.
