I would say school events like going to the school plat together, watching a school sporting event, or similar. Hanging out in a group with date would also be age appropriate and encourage friendships in general.

My son is in 8th grade and has had a girlfriend since the summer. They go to a local coffee shop for the majority of the time that they hang out.

13?? OP, be for real. No 13 yr old should be going on one on one dates. The norm at this age is doing group hangouts.
