Do you mean West Virginia University?
They do a rolling admission, so you should hear from them within a few weeks of your application being complete and submitted. It might take a little longer this time of year because of the holidays.

Meh. I wouldn't put too much stock into it. The article was pretty poorly written about something that happened in October and nowhere in the actual recommendations to the president does it say anything about reducing admissions.

Seems to be misinformation from a poster on College Confidential. No confirmation anywhere other than that one poster. Early next week seems much more likely.
