Boxer. I have had two and both were cuddly and loved affection and also docile. They are not tiny but they think they are. Also they curl into a tiny ball and take up no space .

Pugs, they were bred to kee laps warm for Dutch royalty. They never want to get off your lap.

We have a Cavapoo and while he loves people/us, he wants to be near us, but not necessarily touching us. He also is NOT an apartment dog. At least night right now as a puppy. If he could live outside I think he would. On the flip side his brother is 100% an apartment snuggle bug who hates being outside and sleeps a ridiculous amount of time.

This is definitely dependent on the actual dog not the breed.

Pugs, they are the quintessential cuddly lap dogs. I have an autistic daughter as well and she gets lots of affection from our pug.

+1 for Havanese. Literally bred to lay there on your lap. Of course there will always be exceptions. My brother has a shih tzu that thinks it's a jack russell terrier.

Bernese mountain dog. Mine sticks to me like glue. Takes up a lot of space in bed though and when he snores it’s epic.

Even within different breeds, each dog has its own temperament. My golden doodles are so cuddly!

So you might go with one of these suggestions but it’s entirely possible that your specific dog won’t be cuddly.

My Havenese was not a lap dog. He wanted to be where you were. He wanted to be next to you for a bit but then he would move to another spot for his space.
My neighbor's standard poodle always wants to be in your lap.

It is personality based not breed based.
