Penn State is a school on the way down.. will accept any OOS tuition $$.
Wisconsin is a school on the rise..
Wisconsin weather not much worse that Penn State. In winter, both places will be frigid. Wisconsin will have more snow. I prefer that. If its cold.. snow on the ground actually brightens up the ambiance.
Pitt and Penn State winters are depressing.. especially Pitt
