The entire culture of the bureau seems to thrive on the leaders' self-promotion and on the higher-ups tasking everyone down the food chain with a million things at the last minute, on evenings and on weekends. No respect for real expertise, instead a dillution of people's experience and seniority. At least one office is run by someone who is patently unqualified. Toxic and some of our best people have already fled.

This is sadly true. I knew her in a former role and she is “qualified” and bright, but a shameless self-promoter and credit-taker looking to build her profile in all things.
Let's hope they don't make her SecState in a second Biden administration. Which is the position she seems to be constantly auditioning for.
