They have fall festivals in Europe (not just Oktoberfest, in other countries too) and people go to see the colors change and enjoy the shift in weather.
Though I'll also note that the weather in Europe isn't as pleasant in the fall as it is in much of the US. France and the UK are super rainy in the fall. In Scandi countries fall is super short and gets dark really fast. In Southern Europe you don't get the color change so much -- it just gets colder.
