Do you mean how is someone admitted to a psychiatric hospital? Usually the person goes to the local ER. They determine if they need to be hospitalized or if day treatment would work. If they need hospitalization someone goes to work trying to find one. If one is found they are transferred there. When discharged there is usually a day treatment program, medication and maybe a halfway home until the person is stable.
The last 5 words of your last sentence reveal the huge problem in trying to treat mental illness. Too often, the cycle starts over again because these individuals frequently need long-term care.

Damn what? If he’s mentally ill and always has been, then he’s their responsibility forever. If he had non-functioning autism or Down Syndrome, you’d agree. But since it’s “just” schizophrenia or some other brain disorder it’s fine, let your kid live on the street?
And yes, most drug addicts are enabled by parents somehow. This one charges the cell phone they most likely pay for, at their house. Get him some help!
