It’s to reinforce the day lesson, and demonstrate competence and understanding independence of the classroom.
It also builds executive function to track, plan, and turn in homework, projects etc. if everything is just pop and do what is told in class, there is no independence required.
This does not need to be done in 2nd grade. These skills can be started in 4th and still be successful. The difference between 2nd and 4th grade is HUGE. The leap in 3rd from "little kid" to "big kid" is insane. Don't rush it.
I think that is kid dependent — ours would have benefited from an earlier start.
You can do all of this at home, without homework. Build in structure, routine and organization to your life early on. Put in place as much as needed. Start with chores. I have one teen who always does hw but can’t seem to do any laundry or find any clothes. That’s my parenting fail.

is this true now in ALL APS middle schools? if there's no HW in any APS middle schools then it's a very recent change. mine are in high school now and they had a lot of homework in middle school, including 6th

What a joke. My kid's es was crazy about homework and making it stressful for them. The homework was useless. Op make up your own homework. It takes 1 minute to print off a work sheet from online. Your kid is not going to get ahead of other kids with more homework.

Saddling 7 year old with homework to prepare them to be 12 year olds is a pretty weak idea. I feel certain that some tasks could easily be assigned in 5th grade to get them used to managing some work that needs to be done outside of school. But arguing that if HW doesn't start in 2nd grade, so your poor little Johnny won't know how to manage his 7th grade schedule is preposterous.
Kids will get used to HW in middle school because THAT'S when it's appropriate for them to have some extra work to do. And they will learn to manage it as they go. Which is the point of school (age appropriate learning at age appropriate times).
Also, I will never forget my 5th grade teacher telling me I HAD to improve my cursive writing because "everything in middle school" would be done in cursive script. LIES. I have not needed cursive since the 5th grade, beyond being able to read it and sign my name.
