That's been the claim, that they have to be locked because they supposedly constantly devolve into racist screeds, but the other sub, washdc doesn't lock or delete them and yet most of them do not "inevitably devolve into racist screeds."

Then why do the mods in the original group seem to take issue with the new group? If what you say it true, you’d think they would be happy to be rid of them.
