We are only getting one side of the story. OP said it happened fast. The child might’ve could’ve been on the property which legally mucks things up.
I’d let it go. She wasn’t mauled or even needed stitches.
I had a friend whose child was mauled by a pit bull - but the child actually entered the house without permission (she was looking for her friend to see if she wanted to play) and legally her mom could do nothing, which was sad.

I *would* avoid those neighbors in the future and file a police report. And if that dog gets out again, consider escalating.
