Homeowners are not tasked with caring for it in my neighborhood. It’s considered a common area and the HOA contracted a landscaping company to maintain it. I don’t think we’re even allowed to place any signs there long term.
Oh well for sure your one HOA neighborhood where signs aren’t even allowed is the best example.

No, they really don't. I'm a 52 year old and I'm a first time dog owner. i adopted him this year. Logically I knew this to be true. Male dogs cock their legs on a tree, a fire hydrant, a bush, or something of the sort to pee. But it never occurred to me that those little signs are actually a target for male dogs. Even my neighbor, who has had her two dogs for about 10 years, has a "no -pee" sign in her front garden bed. Her dogs are female, but still. There is a small grass lot in-between two houses across the street from me where lots of people bring their dogs to do their business.
