U of Kansas is about 40’% out of state & accepts over 90% of applicants.

….not sure what you are considering a ‘safety’. Some of these were on my DC’s list, got in with merit so they might work for you ?

Not all are safeties, and some of the details are sloppy (Sewanee isn't in Florida!) but two of my kids' safeties are on the list.
