They did neither. They were disruptive and incited the crowd. They were lucky no state troopers were injured.
It was a peaceful protest. It is allowed in our country, even if it makes you uncomfortable. The protestors may have been loud--but they were peaceful. They were not armed, so spare me your concern about the state troopers. The only armed protesters in state houses in recent times have been Republicans.
Also, these expulsions are rare. The last time the TN state legislature expelled lawmakers was in 1980 (soliciting a bribe) and 2016 (allegations of sexual misconduct while in office).
