Send a short email saying you’d like to apologize, you’re not sure what came over you. While it might not change your mind, I’d like to apologize. Happy to meet in public at the XYZ coffee shop or bar.
If he ignores that or starts picking at you, walk away. No playing dumb games like that. You both can make amends or move on. There is no gray area of fighting or nitpicking or power trips on picking up the phone or not. That’s for immature idiots.
