I also wholeheartedly recommend community college. I grew up in a stable 2-parent household and attended community college as a stepping stone to a 4-year university. It did not hinder my job opportunities whatsoever (my resume simply lists my degree from the 4-year university and my masters). And I have had a very successful career. I will actually encourage my own children to go this route.

Former college admissions rep here- when she's a senior and you've narrowed it down, request interviews at the schools. It's usually available, even if an interview isn't a normal part of the process Her story is incredible and she deserves a chance, which is only going to happen if she can get in front of someone in admissions who will advocate for her. Obviously, she can't do 5-10 (or more) of these, so really just when you've really narrowed it down. Sometimes the high school guidance office will make a call to get an interview set up.
