Pulling someone over on a busy road here is actually known to cause more fatal accidents. It's why you don't see cops on 495.

Elderly driver makes a left turn across Georgia Ave and fails to yield. The striking driver was not charged. Speed was not the issue here.
You know this how?
It was reported in the news. The couple who died were in a vehicle making a left turn onto Georgia Ave at an intersection where they did not have the right of way. They were a nice couple -- he was a well-known veterinarian -- but nevertheless he failed to yield.

"Detectives determined that the driver of a black Jeep Cherokee was headed south on Georgia Avenue when the Jeep hit a black Toyota Camry whose driver, Prabodh Vaid, was trying to turn left from northbound Georgia Avenue onto May Street."
This says nothing about them not having the right of way or that speed was not involved. In fact, it explicitly says that the investigation is still on-going:
“The investigation is ongoing. It wasn’t immediately clear why the crash occurred or whether the Jeep driver could face charges. Anyone with potentially relevant information is asked to contact detectives at 240-773-6620.”
Left turn must yield. The driver did not. These are facts that have been stated.
You're making wild guesses that the other driver was speeding, with no evidence whatsoever, instead of looking to the obvious: a 79-year old driver made a mistake while driving.
Again, what is your source for the fact that the driver did not yield or that speeding was not involved? That is not stated anywhere in the article? What is this “news” source you are referring to?
NP. I don't know how this needs to be explained, but turning traffic yields to traffic moving straight, if they both have green lights. This is basic driving 101. Turning traffic must make sure it's completely safe and clear. The elderly couple clearly failed to do this.
What is your source for this?

You can look up the intersection in Google Street View. There is no left turn signal, therefore a driver turning left must always yield. They will _never_ have the right of way.

What are you talking about??
MD drivers still haven't figured out that the left lane is for passing.
So in your case you were there so driver passed you on the shoulder (not safe but another MD driver) and came back I to left lane. BECAUSE THERE WAS NO ONE IN FRONT OF YOU IN THE LEFT LANE.
Or the driver passed you on the left and couldn't get back into the left lane because there were other MD drivers making a turtle parade in the left lane.
Just stay right. You can do it. Promise.
Just drive the speed limit. That’s what “limit” means. It applies to you too. You can do it. Promise.
I do. If I need to pass a slow MD driver in the right lane I check for traffic, signal appropriately then move to the left lane when clear. I then pass the slow Md driver, signal again (yes signals CAN be used) and move back to the right.
You can do this too. Promise. Just signal and I know somewhere in the MD traffic rules it says: if an MD driver signals they may immediately change lanes regardless of traffic.
You really shouldn't do that because not everyone is a MD driver.
This is dangerous. If you pass on the right you obviously are passing a bad driver. Most accidents is that person the left lane moving to the right into the person passing them. That is why you pass on the left.
