Falling down is always funny and I expect people to laugh, especially when I fall off my horse or my bicycle. I don't consider this to be making fun of somebody, though.
Making fun is inherently cruel. Like, "Look at Tom! He's got a huge zit and he's so poor!". When you know that he's sensitive about those things.
That’s why OPs question is poorly worded. Whether making fun of people is ok is entirely context dependent.

Would we, as a society, be kinder, gentler, and holistically better off if we just got rid of humor?
Definitely not. Humor is how many people deal with the atrocities of life.
But what about humor nearly always being offensive in some way?
It's not though. That's BS. There's lots of comedy that isn't hurtful
Nearly all of it is offensive in some way.
Perhaps you are older, and not aware of current cultural norms?
I'm no spring chicken but I know lots of comedy that isn't offensive and I'm a certified Leftie. My fav modern comedians:

New comedy podcast that I LOVE: Three Bean Salad
Naomi Ekperigin
Please stop parroting stupid stuff that stupid people say.
Bo Burnham makes fun of a lot of people. You just agree with him which is why it’s not offensive.
And he addressed it and is trying to do better.

It’s low class, cruel, and uncivilized humor. It’s also a sign of low intellect because making fun of others is low hanging fruit. It takes more wit and intellect to be funny without making fun of other people.
By low class, are you referring to SES? I think people can be cruel and mean in any social class. I’ve found that people who consider themselves high class might just express it in more passive aggressive ways. I’ll take someone being a blunt jerk to my face Vs patronizing/condescending “polite” mean.

Why do you enjoy it?
Because it's fun. My friends and I make fun of each other all the time.
Yes, this kind is a lot of fun. Especially if something is witnessed by everyone and we couldn't react in the moment. Look back laughs. Making fun behind someone's back is what all the other PPs said, immaturity, insecurity and general @ssholishness.
