While it is recognized in the code, there does not seem to be a penalty associated with a violation.

Even if they do something like put a camera at each end and flag cars who enter and leave within a few minutes, how do they distinguish people who stop at the cemetery, the park or a house along the road to pick up or drop off a person or a package?
