Yes, you can be racially (shared ancestry) Jewish and not be racially European/Caucasian.
I can prove it because I took an Ancestry DNA and a 23&me DNA test and both say that I am 100% Ashkenazi Jewish -- I am 0% European. I am not English, German, Spanish, Italian, French, etc -- I am Jewish. That is my race.
Also, my religion is NOT Jewish because I am religiously an Atheist.
But my entire family was all slaughtered in the Holocaust for being Jewish so obviously my race is Jewish, too.

Well I have a white friend who married an African American and raise their children in the African American culture (Kwanzaa, etc). That happens all the time with different races. It's called an interracial relationship.
Is she trying to pass for black? Did she convert to black?

My guess is Whoopi was viewing the history through a lens of what SHE considers to be "white" people today. But she should have considered the history better and not made the comment. It was very inappropriate to me as it seemed to downplay the horror of the holocaust.

You may be thinking in the aggregate - the total of all other people.
Dp here. The statement wasn’t that there was another group of people that large, it was that the 6 million Jews killed were by far the majority of those killed. Generally speaking, there an understanding that approximately 12 million people died in the Holocaust, so while Jews were the largest targeted group, they were not necessarily the “vast majority” of its victims.
