I'm sure. And many nations are announcing their plans on dealing with gasoline / oil.shortages right now. While the US is governed by DUI hires.

7 or 8 countries have announced they are banning exports of oil, gas and diesel. They want to take care of their domestic needs. Trump and the Republicans want more exports to drive up the cost of gas and diesel. They just do not give a sh#t about America.
