I don't understand this actually. Keeping this non-political, I have to think that if key R senators don't want to do this, they are afraid of something but I'm not sure what. They must be afraid that it will help Ds more but I'm not seeing the thread.
Under current rules, it is much easier to stop doing something than to start doing something. That advantages the R side because they want a small government. Without the filibuster, for example, Ds could come in and institute Medicare-for-all with 50 senators and the VP.

Good, it’s overdue - and likely to be limited to certain circumstances like ending a shutdown rather than a wholesale end, just like budget reconciliation has not meant an end to the filibuster.
