Dumb out-of-context quote, meaning nothing. Seems to me Ukraine has been highly competent in using HIMARS and other complex weapons systems. Ask any Russian soldier, and he will tell you this - after sh*tting his pants at the mere mention of HIMARS, that is.

This is a little late. Not sure Russia settles for anything short of Odessa now. Had they negotiated before they threw the army away in a "counter-offensive" they would have been in a much better negotiating position. Now Russia knows they are out of men, material and morale.
