It will not take effect until after the House has conducted seven days of legislative business (Dec 2nd). Then it can be brought up for debate on the 2nd (December 9) or 4th Monday of the month and the SOTH must schedule debate within 2 days (December 11). There is 20 minutes of debate and then House votes to consider the motion. If approved, the discharge petition is voted upon by the full House.

It's going to take a while before this goes anywhere.
