Why shouldn't the best be on the first team, even if they are new. If you make the teams based on how long you have been with the team, then the kids get complacent and won't work as hard.

Well let’s remember they(travel soccer) are looking for the best player at each age group. By u16 they are not looking to develop any players because what does it matter. The players use to the club is done at u17. This is the age where soccer IQ really starts to play a big part but the club is petty much done with you at that age. The selection process is governed by which players will give me wins this year in this age group. If a kid is not picked for the top team by a club that kid is labeled as a 2nd team kid at that club.
If you are on a second team or riding the bench on the first team you are going to stay there unless you switch clubs. This is why is good to have more “elite” leagues vs less.

By number of teams definitely not true. Quite the opposite.
Girls u12-u18 have 2 ECNL teams and one state cup (third) team per age group.
Boys same age have 1 large academy/MLS team and 2-3 state cup teams per age group.
And in the U-littles, the girls have 2/3/4/3 teams for U8-U11,
For boys, it is 4/5/5/6 for same ages.

Maybe because on the boys side, players earn their spot on the roster and the teams succeed. On the girls side, for years, the parents earn a spot for their DD on some rosters by manipulating influential coaches. Can't get rid of it completely, but that's finally being addressed now though.
