The NBC article, which you use as a source, says that 13k are cumulative over the past 4 decades. That means that most of them were already here during Trump's first term. Why didn't Trump deport them then? He likely didn't really care and is riling you up for your votes and to stay out of prison himself. Also note that the article says that the 13k are not specifically in ICE detection and they could be in prison elsewhere.
