Because that's what he did.
He did comply but the cops continued to yell conflicting instructions to him and shove and force his body into contortions. Tyree read the situation correctly: the cops didn't care whether he complied or not, they just wanted to be aggressive and escalate the situation and they were out of control. Knowing that sometimes the police kill black people in these situations, he ran for his life.
He complied. He did.
