If I saw this in another country in response to the killing of a man, I would think those burning businesses, looting businesses, and destroying the city were like terrorists.

In this case-- let's just keep it real here and say what we mean-- the black population of Minneapolis doesn't routinely riot and loot. This is in response to an event. Stimulus and response. And the stimulus wasn't just that a cop accidentally killed someone. He knelt on the neck of a man, crying out for his mom and begging for his life, as a crowd gathered and begged the cop to stop. And the cop hasn't been arrested for what is clearly a murder. So if you are black in Minneapolis, do you feel safe on the streets? Absolutely not. So why should Minneapolis be able to keep up a reputation of being a safe place when it's not? These rioters have a clear goal, which is to force the government to arrest the murderer so that the people of Minneapolis can be safe. The solution is obvious.
