Dropping off in the morning northbound on Wisconsin is OK. Dropping off southbound in the morning is not. Question is do any drop off and pick ups violate the agreement the parents make with GDS upon enrollment?
Dropping off in either direction in the morning on Wisconsin is perfectly legal. The rush hour restriction is only for parking and standing, not stopping. Whether or not it is advisable to drop off southbound on Wisconsin in the morning from an optics and safety perspective is another matter. The city could add a no stopping zone as well, however I doubt that they will for a variety of reasons.

Where are the police for those? Why didn't the HoS tell parents that that's the promise GDS made?

Unfortunately, the drafting of the relevant sections in the TMP is basically an invitation to fight over intent.
