The reason this saying came about is that Democrats often disagree amongst themselves and it makes it harder to get $hit done and have the majority. Republicans are the opposite- get in line or they swing at your knees. But a bloc is effective. Republicans aren’t effective at the complexities of governing, but they are great at sticking together - so this voting cheer is really asking democrats to do what modern republican voters have always done.
