This is what I've told my kids (7th, 10th and 12th grades) and from what I've heard, it already seems to be happening. Parents who believe that kids are masking all day at school are kidding themselves.

A lawsuit would be a waste of time. There are enough arguments in favor of masking in schools that continuing to require them is unlikely to be found arbitrary, capricious or an abuse of discretion. I think it’s unlikely DC will give up masks this school year. Schools are Petri dishes of the highest order and have plenty of people, including staff and teachers, who are at high risk of serious illness or death, even with omicron.

OK, but... that doesn't mean anything? The whole point of that tweet is that the Council would like to have a conversation with OSSE about the mask mandate (which is actually process) and Silverman is saying we should be proactive about the issue. Her complaint is that previously Bowser has lifted mandates with no warning whatsoever, and that leads to a lot of conflict people individuals and institutions have to change course very quickly.
So actually this sounds good to me -- the Council talks to OSSE about maybe lifting or at least altering the mandate (perhaps to allow unmasking outdoors), then they place public pressure on Bowser to do it, and then when it happens people don't feel blindsided.
There's also the possibility that Bowser's office, which is notoriously bad at communicating, will say "no planned change" right up until the day they announce they are getting rid of the mandate altogether, abruptly.
Basically this tweet doesn't actually tell us where Bowser, or Nesbitt, or OSSE, or even Elissa Silverman (the person actually quoted) stands on the school mask mandate. It just lets us know that at least one council member is thinking about the mandate and interested in maybe discussing changes to it.
