There's a pretty fast train from MCPS to NYC. Navarro made sure to absolve Discovery of all guilt in her statement cancelling the RFP. There's no way Discovery doesn't bid on this. Half their staff is from MCPS.

There are only 13 systems bigger than MCPS so that won’t be easy.
