Can't MCPS blacklist Discovery from bidding on the new RFP because of all their conflicts of interest (and their role in the delays?) If they manage to win, there will be a huge outcry and the process may end up being even more delayed.
Discovery is now headquartered in NYC. It will not return to MCPS, as it will prey on larger systems with its broader exposure.
There's a pretty fast train from MCPS to NYC. Navarro made sure to absolve Discovery of all guilt in her statement cancelling the RFP. There's no way Discovery doesn't bid on this. Half their staff is from MCPS.
