Why hasn't Prince William, who's BAFTA president, issued a statement yet? Yes, the BAFTAs as an org issued a statement that left everyone unhappy. But their president should be on this, no?

I think it’s baffling to be upset with a person with TS for anything that comes out of their mouth once you understand how their condition works.
And it’s baffling to not understand that when your behavior negatively impacts other people, the onus is on you to apologize and to do what you can to make amends. Unlike the person in your example, Mr Davidson is clearly capable of making an apology, and of understanding the weight of his comments. So, in this case, the context makes his failure to apologize seem even worse.

And going further, I’m surprised the neurological / medical community have not developed treatments or drugs for this condition.
It seems like people are saying, “eh, this is how he is, you just have to sit back and take it and no, he doesn’t need to apologize.”
But… we still want to live in a civilized society. Every day, people with disabilities treat / manage their conditions. I don’t know why this would be any different.

The idea of “intent” is interesting here. If he had some involuntary tic that he indiscriminately shouted - something like “ah! or “moo!” - at anyone at any time, that seems like there’s no intent - it’s automatic and random.
But here, his brain IS processing. His brain is assessing the situation and finding the most offensive slur for a particular person. Even if he cannot control the actual muscles in his mouth to keep it in, it does seem like there’s intent on the part of his brain.

A host should have quickly stepped in to explain what was happening.
“Pardon me, but I must explain what just happened. Some of you might not be aware that Joe (whatever his name is) has TS—a condition that blah blah blah.”
Use it as an educational experience, clarify there was no racial intent, and ideally sum up with a statement about how far we’ve come that a person with TS is at the event, etc.

DP - your comment seems to be alluding to this idea that his intent with Black people is actually malicious compared to white people, and I disagree -- his condition means he doesn't intend anything malicious at all. that said, i do think you make a good observation about the difference in his swear words, because i do think it makes a different in terms of *impact* (i'm sure you all are tired of seeing the word "intent" and "impact," but i couldn't think of another way to word it.).
if someone tells you to eff off, it's so much easier to not take it personally. the n-word is such an evil nasty term that you shouldn't expect Black people to brush it off in the way you'd expect non-Black people to brush off generic curse words.

In hindsight the ceremony really needed to have been redesigned from the ground up to integrate all the accommodations required to allow this gentleman to attend without issue.
Logistically that was probably impossible since this awards have been going on fir decades and likely has a cookie cutter plan in place year on year and nobody realised something had to change this year until it was too late.
As an executive producer for I swear he had every right to be there, the movie was up for multiple awards. He wasn’t just a guest who should just be grateful to be invited. Executive producers literally accept the best picture prize and give the acceptance speech.
