Anyone coming in from overseas needs to quarantine at least 5 days and test negative. If they did it earlier then Harry would not be able to attend.

Considering their...resentment...of Harry - what makes you think the entire royal family is willing to hold up the funeral just for him?

They could technically just hold it on Tuesday and be done with it. There's no fanfare and Phillip's not actually being buried in the ground until the Queen dies.
