Sadly I think it’s just the US is very behind and much poorer at Cyber security, programming and algorithm creation in general and that makes the US more vulnerable to attack. As does our reliance on off shore contracting for programming and development.

I sometimes think that this is a form of bio warfare, but I don't know enough to have any opinion.
