Would have been more effective if Dems hasn’t crossed over to vote with Rs and some Rs hadn’t no. The but we need Dems to cooperate point is moot if they have 51seats, and can’t even get 50 votes. This would have failed even a simple majority vote in the Senate, which are control.

McConnell also could have had a clean vote on the Dreamers as well. But didn't. Again, he held the budget hostage.
