It says that crime statistics are under reported because the national stats don’t include crime occurring IN PRISONS.
Now granted, Trump is all about building prisons so he may turn DC into a Prison-State, but for now the crime stats in DC are unaffected by the issues in your article.

There is crime but MPD can and have been handling it. They’re the largest police force in the U.S. They have been bringing crime down. DC doesn’t have the highest crime rate in the U.S.
