MITRE used to have a similar setup with MITRE Engenuity
USD/R&E was not happy with that setup, which I think now is gone.
Then they definitely won’t like RAND’s setup.

Of course they can, they just can’t share resources, data, etc. between contracts. But it doesn’t sound like there’s actually much interaction between the two, at least judging by the FFRDC people I’ve asked about it who don’t seem to know much of anything about the other side.
