Per DC government records he lives in NW DC but NOT in Forest Hills.

By all means, sign him up for a free apartment with lots of elderly people and children in the building.

Again, he does not live in Forest Hills, but elsewhere in NW. Since DC allows felons to vote, his address is readily available re: voter rolls. MPD said he has an "association" with Saratoga as did victim, none of the 3 lives there, in Brandywine, etc. at the meeting Frumin had.

This makes it even worse. The whole neighborhood is going to sht and not just the voucher buildings.

All rental buildings throughout DC are required by law to accept vouchers, many condo owners who lease units also participate.

The concentration of very large apartment buildings close together on Connecticut and Wisconsin Avenues makes the issues, er, more visible, but it's not confined to a few buildings in NW by any means.

Of course, people associate with others, perhaps from former neighborhoods, relationships, family members, host, etc. Some may hang out in nearby parks with friends, family and associates and some may find the large building populations provide possible economic opportunities, esp since work, school, sobriety and treatment are not required, leaves a lot of free time, potentially. So, someone at The Saratoga had 3 men in unit who then walked out the side door and one was shot by another. More info will be available after the hearing.

DC Government really needs to be leaned on to pull vouchers or for landlords to be barred from program more readily. Of course, landlords need to be able to adequately screen and to evict in less than a year if dangerous, Frumin is pushing for later, the former needs to be a focus as well imo.

Pinto's bill, if passed as drafted, would include random searches of those arrested for gun crimes who are released on supervision. She based it on a CA law, it would provide an enforcement mechanism.

This is likely unconstitutional and will make its way to the Supreme Court, just like DC's last handgun bill.

The USAO disagrees. Passing the bill would be the first step. It would be an agreed to condition by those who are offered the privilege of supervised release rather than incarceration for gun crimes.

There is no evidence that Mr. Black pays for his housing with a voucher. That said, "Returning Citizens" do qualify for vouchers and the ability of the landlord to consider criminal history has been limited by the DC Council. https://ohr.dc.gov/page/returningcitizens/housing

DC's priorities are clear.

True. And there have been thousands of hours of hearings, community meetings, etc about these issues in NW for 5 years now. No email or phone call or "vote" or federal audit or fine seems to matter. Declining tax money seems to be the factor most likely to rein this in, but not any time soon. Biden almost cut the fed funding for vouchers and the fiscal picture for DC is not rosy.

The first shooting nearby, at a private party in a hotel in the middle of the night, got multiple community meetings, including the Mayor (election was coming up). This shooting, on a busy street near a playground on a Saturday got one meeting, a joking deflecting CM and The Forest Hills Connection has not even commented, that I have seen. When he and MPD were asked where the other 2 shots fired had gone they did not answer the question. He is still talking about "Ward 3 for All" whatever that means.

Gunfire on the street poses a risk to those walking, driving, or yes, biking by, my family is unlikely to stay in the Days Inn, nor do we recommend it now that it has floors serving as a shelter. That was supposed to be sold and redeveloped, yet, fell through and same old same old a year after 5 women were shot and 1 died. In community meetings various government officials claim "they" do not have clients in Days Inn, but some agency is paying for them and there is visible drug dealing around that building, whether by residents or to residents, I have no idea. There is also said to be prostitution happening in many of the buildings on Connecticut and Wisconsin. It's not super family friendly and safe anymore.

In this case pulling vouchers may not have made a difference, none of the 3 may have been receiving them. They were not voucher tenants in the buildings in proximity to where the shooting occurred. It's unknown if they were visiting a voucher tenant, and if so, if that tenant had caused problems. This kind of adjacent crime has always been a factor near public housing, so "private" public housing is no different.

Are people who have a history of criminal conduct or drug addiction more likely to associate with criminals and dealers? Seems likely to me. And when you move a LOT of them into one space, folks will turn up to "serve" that market. As WP documented happened on Quincy when building was taken over by dealers and gangs.

https://www.washingtonpost.com/dc-md-va/2023/08/08/dc-paid-housing-chronic-homelessness/

Those who qualify for PSH vouchers are not the typical PAYING tenants who have lived in Cleveland Park, Forest Hills, Chevy Chase and Cathedral Heights.

Whole program is a huge slush fund and it may be that these disruptive folks are being used to clear buildings of longtime tenants locked into low rents in rent stabilized buildings. It was SO blatant in 2019.

https://www.washingtonpost.com/local/dc-politics/dc-housed-the-homeless-in-upscale-apartments-it-hasnt-gone-as-planned/2019/04/16/60c8ab9c-5648-11e9-8ef3-fbd41a2ce4d5_story.html

https://www.washingtonpost.com/investigations/2023/02/15/dc-housing-authority-overpays-landlords/

There was a big MPD presence at The Saratoga again last evening but Black was not arrested there, so, had to be about something else.

I don't see any of this ending well for the neighborhood, at least not anytime soon. Hope to be proved wrong.

It's a DC MPD Press Release w/text copy/pasted. See also Twitter link. MPD had originally mentioned 2 suspects, so another arrest may be forthcoming?

The most recent case is not posted on the court website yet, once there is a hearing more information will come out. Given his 04/23 gun case, + this shooting, assume he will be held. He has had chance after chance and could have killed the victim or a passerby.
