Maybe we could have a points scoring system? For each generation your family has lived in the District, you get a point. If you live in Ward 3, we subtract a point. One man, ten votes.

And add a point for every ward you’ve lived in in addition to the one you live in now. Ex: living in W1 only gets you zero points.

Subtract five points if you weren’t born here. Add one point if you’ve lived here 20 years and one point for every decade after that.
